This little task isn’t very well documented by VMware, so I’m writing it down here so I don’t spend an hour poking around the admin console. Again. Just to back that up, here’s the sentence in the VMware Workspace Portal 2.1 Installation Guide about promotions:
“You can promote other Active Directory users to the administrator role from the Workspace Admin Console.”

Here’s the rest…
Access the admin console by going to the shortcuts web page (a very good new feature from VMware)
https:// WorkspaceFQDN:8443 and login to Workspace Admin Console using the same domain account set to read Active Directory during the Portal initial configuration.
Click the Users & Groups tab
Click the Group that holds the user(s) to be promoted
Click Users in This Group
Click the User to be promoted
Under the Role(s) subheader in the user’s information block on the left side of the screen, click the User link. If it says Administrator, the user has already been promoted.
A new Windows will pop with two options: Promote and Demote
Choose Promote and click the green Save button.
You’ll have to start the entire process over to promote another user.
That’s an unnecessarily complicated procedure.
